JSS 8430 is the Joint Services Specification series for Indian defence ankle and combat boots. Issued by the Directorate of Standardisation under the Ministry of Defence, it lets the Army, Navy and Air Force procure boots to a single common standard — covering the canvas drill boot, the general-purpose leather boot and the leather DVS boot.
What "JSS" means
A Joint Services Specification (JSS) is a defence standard maintained by the Directorate of Standardisation, Department of Defence Production. "Joint Services" means the standard applies across all three services, so a boot bought to a JSS number meets the same requirement whether it is issued to an Army, Navy or Air Force unit. Each JSS carries a number and a year of issue or revision (for example, JSS 8430-11:2016).

How JSS boots differ from BIS (IS) footwear
JSS specifications are defence standards for service boots issued to soldiers. They are separate from BIS (Bureau of Indian Standards) standards such as IS 15298 for industrial safety footwear or IS 15844 for sports/PT shoes. A boot can meet a JSS defence spec without carrying an ISI mark, because the two systems serve different buyers — armed forces versus civil/industrial. If you are buying for a police or paramilitary tender, check which standard the tender actually cites.

The JSS 8430 boots are core issue items for the Army, Navy, Air Force, and allied paramilitary and police forces. They are procured through defence channels, the Ordnance system and GeM (Government e-Marketplace) tenders, usually in large volumes and against test reports.
